Ali Javadi was one of the main figures who in early 1999 fought against a large number of members and cadres of the Workers-Communist Part of Iran (WCPI) who criticized the party for its deviation from the founding principles. That group of Cadres and members, among whom were two of the four original founders of WCPI, left the party in Spring of 1999. Ali Javadi took an active role in smear campaign and terror of character of the criticizers of the Rightist tendency in the party. By late 1998 WCPI's leader, Mansoor Hekmat, had introduced a series of topics that in essence abandoned WCPI's founding principles that he had expressed a few years earlier as the reasons for his departure from Communist Party of Iran. The new polemics that gradually turned into a strategy, without even being approved by a congress of the WCPI's, abandoned working class, as the only force that can topple the capitalist government and carry out a true revolution that would annul private property, and replaced the WCPI in place of the working class. In wake of the unprecedented student movement of Spring of 1999 in Tehran, Ali Javadi and the new strategists, who for long had declared the Islamic Republic on the verge of collapse, thought there was an imminent revolution on the way and they could not let that opportunity slip through their fingers.
The issue that the critics brought up was: why WCPI that was formed to become a home for vanguards of working class had not paid attention to its central task of working amongst and organizing workers' leaders for so long. instead of addressing the shortcomings, feeling short of time, the new strategy of Mansoor Hekmat was to replace the working class with WCPI. Thus Hekmat declared that the party (not the working class) should seize power if it could topple the regime, and that indeed WCPI can topple the Islamic Republic with only a few thousand people. The new strategy of replacing the working class with the party was convenient because it didn't need long hard work of organizing among workers. It was also beneficial in that WCPI could enter into all sorts of deals with anti-democratic and counter-worker forces in the name of working class (such as Monarchists).
Using organizational/bureaucratic levers, Ali Javadi managed to intimidate to silence, force to resign, or in some cases expel those members who did not approve of the new strategy of the party.
